ABSTRACT

Basic principles and concepts of Soviet Party-military relationships, as described in numerous Soviet military publications, reflect the role of the Party in formulating military doctrine. The Kremlin leadership attempts to install in its citizens the belief that the communist ideology of Marxism-Leninism is the driving force and source of the guiding principles underlying Soviet society. Soviet writings constantly stress that the Central Committee of the Communist Party of the Soviet Union is the organization officially charged with the responsibility for Soviet military doctrine. The Politburo is the Political Bureau of the Central Committee of the Communist Party. The Politburo sits at the apex of the vast Party bureaucracy that controls the USSR. The Secretariat of the Central Committee of the Communist Party of the Soviet Union is a Party organ selected by a Plenum of the Central Committee to manage the routine work, chiefly selecting cadres and organizing verification of performance.
