ABSTRACT
The period in Soviet foreign policy from the beginning of 1949 to the autumn of that year is dominated by two climactic waves of effort, one directed against the signing of the North Atlantic Treaty and the other against the formation of a West German government. With the failure of these efforts, Soviet fortunes reached their lowest point in the postwar years.
