ABSTRACT
A Few hours before Soviet Foreign Minister Andrei Vyshinsky began his opening speech to the General Assembly of the United Nations on September 23, 1949, an event occurred which was to make the speech an anticlimax. An announcement by President Truman, issued simultaneously by the British and Canadian governments, reported the recent detection of an atomic explosion in the Soviet Union.
