“State Support” and “State Sponsorship” of International Terrorism: The Legal Framework

As suggested at the end of Chapter 1, the need for a narrow definition of international terrorism becomes particularly apparent when we turn to a consideration of the concepts of “state support” and “state sponsorship” of it. Specifically, failure to distinguish carefully between terrorism and other kinds of violence makes “state support” and “state sponsorship” so broad in scope as to make the terms unmanageable from an operational perspective.
