ABSTRACT
With this chapter we begin our consideration of possible responses to state-supported or state-sponsored terrorism. Here we explore the less coercive of possible responses: quiet diplomacy, public protest, and international and transnational claims. Later chapters turn to the more coercive responses: economic sanctions and military action.
