ABSTRACT

In this chapter we turn to the most coercive—and the most controversial—response to international terrorism: the use of armed force. There are two major types of armed-force responses. The first, rescue missions, is directed specifically against the terrorists and is designed for the direct benefit of the victims of the terrorist act. The second, actions against supporting or sponsoring states, raises a different set of legal issues. As we shall see, it is at times extremely difficult to distinguish between the two types.
