Measures to improve contact between academic science and industry included the encouragement of academic consultation work; of staff exchanges and joint meetings between the two sides; and of students undertaking projects of industrial relevance. With the introduction of the New Economic System, increased emphasis was also placed on academic science conducting contract research for industry. The party leadership, however, was not satisfied with the relationship between academic science and industry, and in 1967/1968 ordered important reforms of the Academy and universities. An important component of party policy to strengthen the link between academic science and industry during the period 1945–1975 involved the attempt to win over the academic community. Despite the various efforts to link academic science with industry from 1945 up to the abandonment of the offensive strategy, there were familiar complaints in the seventies about the difficulties of research collaboration.
