ABSTRACT

The Antarctic Treaty of 1959 has been evaluated in a number of ways. At the time of American ratification of the agreement, Senator Engle decried it as a betrayal of American interests and as a triumph for the Soviet Union. Delegations to the Antarctic Treaty Consultative Meetings consist of one Representative of each Consultative Power and whatever alternates, advisers and staff are required. The names of these people are sent to the host government and other Consultative Powers before the Meeting. The delegations' order of precedence follows alphabetical order in the language of the host nation. In Antarctic politics, the Canberra and Buenos Aires Meetings were prepared at "interim meetings" held in Washington, and little is known about them. The Third Consultative Meeting was the result of nine "Preparatory Meetings" held in Brussels, and the record offers a great deal of insight into the workings of the Preparatory Meetings.
