Community development was for the whole village. While the panchayati raj and cooperative movements made allowance for the rural poor, the local power structure in many areas came to dominate decision making and acquisition of benefits under both movements. The major concerns to the practitioner in building and implementing a strategy of integrated rural development to assist the rural poor are basically two. They are: establishing the program nationally to provide integrated governmental support and then extending this support to the poor in the rural areas in such a way that they can participate and develop a management capacity. The strategy the Government has chartered to revitalize and modernize the agricultural sector of the economy is integrated rural development. Earlier, Community Development and the intensive agricultural programs worked with the communities through the National Extension Service, a relatively low cost training and delivery system.
