ABSTRACT

China's international system would be based on the right of all countries to choose their own ideology, political and economic models, social system, and path of development in view of unique national characteristics. According to the People's Republic of China, the new international order must include a new economic order as well as a new political order. Beijing considers that the causes of most international problems in the post-Cold War period lie in the economic differences between the developed countries and the developing countries. President Bill Clinton's policy toward China can best be understood in the context of Sino-American relations after the Tiananmen Square massacre in June 1989. Clinton's decision effectively broke the linkage between human rights and trade, a linkage originally created by the Democratic leadership of the Congress to attack the China policy of President George Bush.
