ABSTRACT

Extension encourages direct involvement of clientele in the process of planning and carrying out programs. Citizens' advisory councils and committees are active in the formulation of Extension programs at the local, state, and federal levels. A unique feature of Extension, in comparison with most other government agencies, is its high degree of decentralization in decision-making. Support for an organization depends upon the extent to which the organization is based on principles that are widely accepted by local citizens. Positive public opinion about an organization results in a perception of greater organizational effectiveness and support. Extensions constituencies vary from the elite to the powerless. The relative influence of different constituencies is affected by their relationship to and influence on the process of resource allocation. The extensive clientele involvement in program planning, the autonomy of county offices, and the compatibility of programs with local interests are seen as contributing to support for Extension.
