The cooperative interpretation of the EMS regards the system as an arrangement to foster policy coordination among central banks. It rests on the proposition that monetary policy in one country has spillover effects on other countries. As already noted, the builders of the EMS regarded policy coordination as an essential goal of the EMS arrangement. In this chapter, we analyze the cooperative interpretation in more detail.
