ABSTRACT

Administration serves the organization by responding to needs of the organization which develop in the implementation of policy commands. Foreign policy is a group effort, of several ministries and non-ministerial bodies, and not just of Ministry of External Affairs (MEA); it is the task of the Administrative Wing to coordinate the efforts of all these bodies. An important permanent coordinating body exists in the committee of secretaries, under the cabinet secretariat. The international organizations, such as the International Labor Organization and the United Nations, deal more with the Indian domestic ministries than with MEA itself. The Indian foreign policy community must be bound together to facilitate communication and prevent drifting, as a raft of logs on turbulent policy currents. Counter to Bandyopadhyaya, it is not possible for the foreign minister or foreign secretary by themselves to coordinate the community.
