ABSTRACT

Since all of the ACP are developing countries, increasing their level of industrialization is of prime concern.(1) During the negotiations to form the Lome agreement the ACP argued for a separate fund of money and hence a separate vehicle to foster industrialization and technology transfer. The separate fund was denied but the Lome agreement does contain special provisions regarding industrialization and a new institution — the Center for Industrial Development — was established to deal specifically with ACP industrialization issues. The focus of this chapter is an analysis of the Lome provisions regarding industrialization and technology transfer and the results of these provisions under the first Lome agreement (1975-1979). Some comments on Lome II are also in order in this regard.
