ABSTRACT

The press and other public media influence the foreign policy process in every country. In China, the roles of press organizations and journalists in the policy process appear to be more direct and more influential. New China News Agency (Ncna) plays two important roles relevant to the foreign policy process in China. The first is to articulate and interpret Chinese policies for audiences at home and abroad, and the second is to gather and disseminate to China's elite information on world affairs, especially through the publications of the Reference News Department. The Ministry of State Security is reported to have a staff of foreign affairs specialists whose research and analysis is made available to China's top leaders and policymakers. Nevertheless, a number of China's universities are expanding their training and developing some systematic research relevant to foreign policy making.
