ABSTRACT
This chapter addresses the following questions. What should the APNSA do? How should the National Security Counsil (NSC) Staff be configured? and How should Staff responsibilities be articulated? The chapter attempts to construct answers to these questions and create a prototype for the future. Short of establishing a Department of National Security, another approach would be to modify the current national security structure, spelling out in detail the specific roles of the APNSA and then giving him the bureaucratic leverage he needs to execute them. At a minimum, the APNSA should chair the important sub-NSC committees in which much of the business of national security is conducted. The APNSA must also be afforded unfettered access to the president with no intervening layers in the White House. The APNSA must have a sufficiently strong ethical foundation to be able to act as an honest broker in coordinating and integrating the national security system.
