ABSTRACT

The Organization of African Unity (OAU) has come to be accepted by African and non-African leaders as the most important continental political organisation. The relevance of the OAU in the decades ahead will also depend upon how much the Organisation is able to adapt itself to the needs of its members. The performance of the OAU will be enhanced if the proposal for a “mini-Security Council” is adopted. The Council, which would be a standing body, could meet at short notice to discuss developments in the continent. Making predictions about the future of the OAU is fraught with many difficulties. The alternative decolonisation scenario is based on the premise that the OAU would be dominated by transformationist/radical African states with an appreciable amount of resources at their disposal. The creation of an African High Command would enable the OAU to mount swift and effective peace-keeping operations in the continent.
