ABSTRACT

This chapter aims to estimate the type of non-living resources regime for Antarctica which would most likely be aceptable to the fourteen consultative members of the Antarctic Treaty. In order to accomplish this objective, it is first necessary to determine the utility of each of these countries for each of a number of potential alternatives. In general, the relative utility of alternative options for any future activity is based upon determination of relevant interests to be satisfied, an assessment of their relative importance, and an evaluation of the extent to which each option satisfies these Interests. Multi — Attribute Utility analysis is a technique designed to help decision-makers make decisions. It has been successfully applied to a variety of cases in which the utility of an alternative is dependent not upon a single value but upon multiple values or interests, both quantitative and qualitative.
