ABSTRACT

Employment data from various sources seem to indicate that in the 1950s Taiwan had substantial unemployment, that the rate of unemployment declined during the mid 1960s, and that by 1971 the economy had reached full employment. But where, how, and why was labor absorbed? This chapter tries to answer these questions. It is hoped that this study will illuminate the past labor absorption and methods of labor utilization which will be useful for other economies now embarking on a labor-intensive strategy.
