Soviet Soldiers to Serve in Transcaucasus on Volunteer Basis

A spokesman for the USSR Defense Ministry, Lieutenant Colonel Nikolai Medvedev, told Izvestia Soviet soldiers would in future serve in the Transcaucasus on a volunteer basis. He said conscripts from Georgia, Armenia, and Azerbaijan would also be allowed to serve in construction battalions in their own regions. Medvedev explained that the measure was necessary to deal with "difficult conditions" in the area. He said that in 1990 there had been 120 attacks on army installations and property in Armenia alone.
