ABSTRACT

This chapter analyses the thematic and innovative attributes of Pudong planning, drawing upon a time-series analysis of, and comparison between, each of the master plans from 1992 to 2017. These plans have been the major tools for implementing the national strategy of ‘developing and opening Pudong’ since the early 1990s, and planning Pudong has, since that time, taken on an increasingly important role in the planning of Greater Shanghai. These master plans can be divided into two broad phases of planning Pudong – from ‘development zone’ to ‘city’ – based on their major transformative planning themes. Nearly 30 years of planning Pudong has seen a shift in vision from an economic-centric focus to one that is integrative of innovation, liveability, and sustainability. This chapter concludes that Pudong’s development has been so fast that its planning has often been development-driven; and planning Pudong, in a way, has led the planning of Greater Shanghai in terms of setting new urban visions and employing new planning approaches.
