ABSTRACT

This chapter discusses the attention to policy efforts in combating digital disinformation within the European Union (EU). The EU has earned a reputation through its various rulemaking bodies as the world’s principal digital watchdog. However, contrary to its tighter approach towards digital privacy, EU digital disinformation policies, that culminated in 2018, have thus far been of a light touch, with legislators cautious of intervening in areas concerning freedom of expression. The European Union has gone to great lengths to mitigate the risks of digital technologies. The East StratCom Task Force was created following a European Council meeting in 2015. In that March 20 convention, it was concluded that in order to counter Russia’s ongoing disinformation campaign against the EU and Ukraine, proactive actions focusing on communication strategies were required to safeguard the region, its Eastern neighbouring areas. The EU’s High Representative for Foreign Affairs and Security Policy represents and coordinates the Common Foreign and Security Policy of the European Union.
