ABSTRACT

Data collection involves gathering the correct and valid data without wasting the usually scarce resources available to public administrators. The purpose of this chapter is to teach the skills needed to write quality questions for research and how to improve their content, structure, wording, and design, which often depend on the method of collection and intended audience. As a public administrator, the data collection process is important to executing your research successfully. There are implications for the reliability and operational validity of your study with the construction of each question and how you present a series of questions to subjects.
