ABSTRACT

The development of think tanks in India followed crucial periods of transition in foreign policy thinking and articulation. The establishment of government think tanks in particular reflected the Indian government’s support of a body of elites with expertise in defence and foreign policy. Composed of intellectuals with similar worldviews, government think tanks took a particular position on the India-Pakistan dialogue and the issues within its purview. This chapter presents the policy discourse of government think tanks and also sheds light on the considerable effort on the part of the Indian government and policy and military elites to create consensus on policy directions on Pakistan.
