ABSTRACT

Revisiting arguments on the role of think tanks as policy actors, this chapter looks again at their potential in challenging or building consensus on the Government of India’s policy on Pakistan, particularly during the Composite Dialogue. It is also noteworthy that while the CD was a novel attempt at dialogue, it failed to achieve its objectives. India-Pakistan relations in the contemporary period are characterised by a lack of trust and escalated tensions, fueled further by a foreign policy doctrine driven predominantly by national security concerns.
