ABSTRACT
The history of astronautics may be classified as two separate histories – rocketry and space flight. The technology behind the rocket is used later on to develop satellites and finally space shuttle to establish our physical presence in outer space. The rockets and satellites part revealed the sub-merged concept of space programme within International Geophysical Year (IGY). Therefore the evolution of space programme within IGY was silently introduced. The pre-sputnik space law development was related with the controversy who owned the space and how high was state sovereignty in airspace. In 1952, Alex Meyer published ‘Legal Problems of Spaceflight’ in the Annual reports of the British Interplanetary Society. The Outer Space Treaty, 1967, which is the Magna Carta of outer space activities, is a follow-up of the above United Nations General Assembly declaration in 1963. The private industry representatives were present in United Nations Conference on the Exploration and Peaceful Uses of Outer Space III.
