ABSTRACT

In the previous chapters an analysis of Pakistan’s institutions has highlighted a virtual state of mis-governance and scant respect for due process of law. This culminated in a collapse of institutions and gave a free hand to disruptive forces particularly owing to the state policy of using non- state- actors for achievement of desired results in the realm of foreign policy.

This chapter presents the concept and definition of terrorism, insurgency, violent political dissent and revolution in a theoretical framework. Terrorism and violent political dissent, construed in a strict sense, are basically policing issues whereas insurgency and revolution are predominantly military matters. However, all theories seem to be unanimous on one thing; that some type of conflict is at the base of every terrorist movement, insurgency, revolution or political dissent. It further discusses, in a chronological order, factors contributing to the present terrorist activities in Pakistan, deals with the impact of terrorist activities on Pakistan’s economy and society, elucidates international dimensions of terrorism and the obligations of Pakistan as a member of the United Nations. In the concluding section it suggests a policy package and a strategy design commensurate with peace, tranquility and sustainable economic growth.
