ABSTRACT

Work and Authority in Industry put special emphasis upon the civic position of the work-force and this issue is of continuing interest wherever industrialization is initiated. Industrialization in its early phase poses a very general problem. It is accompanied by the creation of a nonagricultural work force which is usually forced to bear the consequences of great social and economic dislocations. Max Weber related authority or “the probability that commands will be obeyed by a given group of persons” to administrators, the people, types of legitimation and the limitations implicit in each type of rule. Agitation for extension of the rights of citizenship presupposes the existence of a nation-state, i.e. an institutional structure in which major functions of governmental authority are centralized while all adult citizens are individual bearers of rights and duties. Broadly speaking, the movements of social protest and nationalism seem to fall into two phases.
