ABSTRACT
When I speak of national economic planning, the notion I have in mind is meant to encompass the entire complex of political, legislative, and administrative measures aimed at an explicit formulation and practical realization of a comprehensive national economic plan. Without a comprehensive, internally consistent plan there can be, in this sense, no planning. But the preparation of a script is not enough; the play has to be staged and acted out.
