ABSTRACT
Beginning with the origins of policing in runaway slave vigilantes to the Black Codes in the South after the Civil War, the use of criminal codes to coerce free Black labor will be traced. How did this lead to the use of private prisons and current policies of mass incarceration? The variety of ways the criminal justice system has been used to exploit Blacks to benefit whites will be assessed.
