ABSTRACT

The project team formed at Stage 0 is likely to consist of a number of core advisers. This chapter addresses the following questions: What are the Core Objectives of Stage 0? What procurement activities are required at Stage 0? And Why is the Project Programme crucial at Stage 0? Stage 0 is a new stage within the RIBA Plan of Work 2013. Its purpose is simple: to ensure that a building project is the best way of achieving the client’s desired Project Outcomes. The chapter considers the activities undertaken during this stage and how they might influence the role and tasks of the lead designer in future stages. The importance of town planning considerations at Stage 0 will depend on the specifics of a project and the location of the site. Stage 0 considers the strategic aspects of a project in order to ratify that a building project will deliver the desired Project Outcomes.
