ABSTRACT

The Concept Design is prepared at Stage 2 and this output can be used to make a detailed planning application if required by the planning strategy. However, as this stage requires only outline proposals for the architectural, structural and building services design, there is a high risk of subsequent changes that could affect the approved scheme. The Concept Design, which integrates the outline proposals of the design team, should be developed through an iterative process of dialogue with the planning authority, so that the likely cost and programme implications along with design planning requirements are reflected in the Final Project Brief. A successful outcome to a planning application will often be the result of close collaboration with the planning officers before the application is made. For schemes in sensitive locations and for all major development proposals it can be advisable, or even necessary, to submit the scheme for design review.
