ABSTRACT

In order to understand the motives and intentions behind the new 2015 Regulations it is essential to understand the key issues introduced in construction design and development 2007. Reducing Risks, Protecting People (R2P2) describes the tolerability of risk framework which provides criteria for Health and Safety Executive (HSE) to apply to its assessments of risk so as to reach a decision on regulatory control. Whilst acknowledging the limitations of the approach to decision-making provided by R2P2 and the as low as reasonably practicableguidance, a highly effective tool for both HSE and duty holders in deciding what to do about managing risk. In parallel with the Principles of Prevention there are other health and safety ‘frameworks’ that permeate the education of health and safety practitioners particularly with respect to production industries but add to confusion at design stages as they tend to inhibit innovation or creativity.
