ABSTRACT
It may seem strange that an Essay making its appearance at a time like this, should dwell on the vindication of the late National Convention of Volunteer Delegates, and be, yet, totally silent in respect of our approaching Congress. – It is thought proper, therefore, to inform the public, that the Author has not, during this considerable time been a resident of this kingdom, / and was therefore consequently unacquainted with some of our more recent transactions.
