ABSTRACT
I believe no man was ever less ambitious of appearing in print than I am – Nor should I, even at the present important crisis, have ventured to communicate my sentiments upon it, to the public, but from the earnest solicitations of some of my friends, whose partiality for me gives those sentiments more credit than perhaps they deserve.
