ABSTRACT
This chapter covers the circumstance that the hostile and aggressive anti-Cuban rhetoric of the U.S. administration, as well as the encouragement and support to the counterrevolutionary groups that acted in (and from) U.S. territory, and the impunity of their terrorist acts, at the same time created problems for the U.S. government not at least when these groups, without authorization, attacked Soviet ships. The chapter covers the Kennedy administration’s discussions concerning how to handle and control these groups. The limited restrictions imposed on the terrorist activities of the groups of Cuban exiles not to attack Soviet ships further increased the disagreement between these groups and the U.S. administration.
