ABSTRACT
4 Several decisions regarding scope need to be made at the outset. These include the following:-
The definition of a serial and of a newspaper.
The area of coverage represented by the contributing institutions: single library system; group of independent libraries on a local, regional, national or international basis; and the relationships between these levels.
The comprehensiveness of coverage in respect of types of serials, formats, languages, subjects, imprints, etc.
