ABSTRACT

The Complaint Investigations Manual was written as a sourcebook for all who investigate, review or evaluate police misconduct matters. The Conclusion emphasizes that whether investigations are conducted or reviewed internally, or by an independent oversight authority, the principles and concepts of good investigations are universal. During this time of intense scrutiny of police practices, the work of the investigative office must be of high quality and integrity, ensuring that officers who work within policy are quickly exonerated and those who commit misconduct are held accountable, based on thorough, objective, and timely investigations.
