ABSTRACT

After intake and the preliminary investigation are completed, and allegations have been delineated, complaints are classified according to how they will be handled. Chapter 3 discusses factors to consider as investigative offices develop procedures to determine which complaints should be given priority for investigation purposes. The chapter then guides the investigator in creating or updating an investigative plan and witness/evidence matrix to ensure conformance with timelines and thoroughness in the investigation. Evidence collection also is discussed, along with step by step instructions for developing “open ended” questions and interviewing witnesses, covering unique issues that come up with civilian and law enforcement interviewees.
