ABSTRACT

This chapter examines the trade-offs intrinsic to Western law enforcement cooperation, especially those allegedly caused by openness. The first section covers the formalization of cooperation, and the harmonization and mutual recognition of the law that is to be enforced. The following section addresses inter-state communication technologies and operational cooperation (i.e., joint operations, liaisons, and cooperation centers). The third section focuses on education and training cooperation, specifically professional standardization, the formation of informal liaisons, and co-option.
