ABSTRACT

Western intelligence cooperation is characterized by features found in military and law enforcement cooperation, namely the geographic and equipment particularities found in military cooperation, and in the legal and communicative particularities found in law enforcement cooperation. The first section covers data sharing and analysis, addressing not only summits, conferences, and workgroups but also information technology, “fusion” centers, and liaison officers. The second section compares intelligence collection cooperation with cooperation in cover operations. Finally, the third section examines Western intelligence education cooperation, along with intelligence reform and training assistance.
