ABSTRACT

Over the past 25 years since the introduction of the Higher Education Reform Agenda (HERA), Vietnam has implemented a range of reforms to the higher education system. These reforms have been initiated with the aims of enhancing higher education quality, augmenting human capacity building and accordingly increasing the nation’s capacity to perform in the knowledge economy. This chapter reviews the key reforms in Vietnamese higher education since 2005. It outlines the purposes of, the conditions for, and the key dimensions of those reforms. The chapter also presents an overview of the positive impacts of those reforms and the factors that inhibit teaching and learning reforms.
