ABSTRACT

This chapter summarizes the main aspects of the analysis carried out in what it terms three vectors and considers the lessons gleaned from the practical development experiences of countries and assesses how they can be taken on board in reforming further the country’s public sector management and governance. Five key components of what constitutes the core of public sector management form the first vector: property rights and rules-based governance, budget and financial management, revenue mobilization, public administration, and public sector ethics. Strong and clear tax policies are important; they inform the public about how governments plan to institute the taxes and collect them. Governments around the world have always been intent on making the public administration system more efficient and effective. Enhancing transparency and accountability, and more effectively fighting against corruption, are the core elements of efforts to strengthen the public sector ethics regime.
