ABSTRACT

This chapter argues that the quality of public administration in the countries is across the board not very high. It looks at gamut of issue from the perspective of the ability of the governments to manage their own affairs. The chapter considers the policy and regulatory management aspects of the public sectors in the countries, including the work being done on regulatory impact assessments, the initial filter mechanism in public policy-making for bills being proposed to the legislature. Wage increase in the public sector is an area where governments struggle to maintain some form of across-the-board control. In countries with a federal system of governance, such as Pakistan, the onus on coming up with strong public administration systems falls on both the federal and the provincial governments. In the Kyrgyz Republic, line agencies and the President’s Office keep records of each decision/plan/decree, and collect progress reports from the responsible line ministries and agencies.
