ABSTRACT

Chapter 6 illustrates the operating specifics of employing air power under strict rules of engagement in a PSO environment across the four traditional roles of air power. Specific attention is paid to the importance of no-fly zones in PSO. The case studies of UN Humanitarian Relief in Haiti (2010), Bosnia and Congo are used to illustrate contextual limitations of air power in PSO and the complexity of civil-military collaboration in this environment. This chapter also explains the concept of the responsibility to protect (R2P) and its impact on the post-Cold War humanitarian interventions, illustrated in the example of Libya.
