ABSTRACT

Chapter 2 provides a theoretical basis for examining business actors in the policy contests outlined in Chapter 1. Drawing on the insights of scholars in political science, business and management, and regulation and governance, it sketches a framework for considering the different dimensions of business power, the formation of business preferences and variety of strategies that business actors employ as they seek to shape policy outcomes. While the focus is on business actors, this chapter also considers conditioning factors that will impact the influence business actors can exercise, namely the mobilisation of other non-state actors and the role of policymakers.
