ABSTRACT

We routinely underestimate the sophistication of modern terrorists and groups. They are learning organizations that improve with every attack. We tend to only focus on the last attack in our hardening activities, but we must keep an eye on the horizon. In the last few years, we’ve had a new tactic, the use of vehicles as weapons of terror, mowing down unsuspecting people on bridges, bike paths, in markets, and on parade routes. Terrorist groups are also using human shields to protect themselves from attack. First responders are themselves a target now, a tactic used by all types of terrorists—domestic, international, and criminal groups like cartels. We can’t forget the ongoing threat of use of weapons of mass destruction by terrorists, most likely against soft targets. Drones are increasingly popular with Americans and ISIS, which has a fleet of hundreds operating on various battlefields. Cyber threats abound, and we must consider the interface with physical security. Finally, we’re seeing an increase of violent actors emanating from the security guard industry. We need to stay engaged to prevent the radicalization of these highly trained individuals who might turn that knowledge against us in an attack.
