ABSTRACT

War has an enduring nature. Polities decide to initiate war based upon an assessment of fear, honor, and interest. The same is true of war initiated in or extending into space. Yet, the character of warfare in space will be different than conflict in the other domains.

This chapter is divided into two main parts: the enduring nature of war; and the foundational character of space war. The first section addresses the nature of war and warfare within the context of the writings of past military theorists and strategists like Thucydides, Sun Tzu, and Clausewitz. Then, the foundational underpinnings of space activities will be discussed, along with thinking of space as a warfighting domain, the current legal regime, what is considered normal behavior, and today’s commercial business practices.
