ABSTRACT
This chapter overviews the policies set out in the 1880 Famine Commission Report for the relief of ‘established’ famine. Major gaps in relief are identified in both policy and its subsequent application, and the inherent constraints posed by the 1883 Famine Code in preventing mass mortality when applied to the ‘great’ famines of 1896–1897 and 1899–1900.
