ABSTRACT

This chapter shows that the many ways that the parcel-level data can be summarized to help with analyzing school fiscal impact. Since the Parcel_Factor shapefile included detailed residential land use categories and the assessor’s file had the number of bedrooms, the amount of school revenue could be summarized by residential type as well as the estimated students per parcel. The city could have considered some of the school district impact by including an analysis of school students by parcel in addition to the estimation of population. The assessor’s parcel data included the revenue raised by parcel for each school district, which made it possible to identify the district in which each parcel was located and to calculate the number of students per housing unit and also the revenue per unit. The main concern with evaluating school fiscal impact would be the locations and utilization of elementary schools, which are more sensitive to residential changes, compared to middle and high schools.
